On October 7, SWACH held a Q&A session to answer questions about the Klickitat County Opioid Settlement Funds RFP process. Below are the questions and answers from the session. If you have any questions that aren’t answered below or here, please reach out at grants@southwestach.org
The RFP
SWACH is proud to be issuing a Request for Proposals (RFP) in partnership with Klickitat County to obtain proposals for utilization of Opioid Settlement Funds. The Klickitat County Opioid Abatement Council (OAC) will review and select proposals in alignment with the One Washington Memorandum of Understanding (MOU) and Klickitat County Opioid Settlement Fund priorities.
The OAC will oversee Opioid Fund allocation, distribution, expenditures and dispute resolution. SWACH convenes and facilitates OAC meetings and will act as the pass-through administrator and distributor of Klickitat County Opioid Funds.
The OAC meets every fourth Wednesday from 1 - 2 p.m.

Question 1:
Are primary prevention strategies for youth and families considered eligible opioid abatement activities, even if the participants are not currently using opioids?
Answer:
Yes, and I would just say to connect it to the prevention strategies and uses in the One Washington MOU.
Question 2:
If we’ve received funding from SWACH in a different capacity, are we still eligible?
Answer:
Yes.
Question 3:
Will the OAC team be reviewing the applications, or do they have a role in that piece?
Answer:
Yes, the Opioid Abatement Council and SWACH will be reviewing all applications, and the Opioid Abatement Council will be making decisions on which applications to fund through opioid settlement funds.
Because we understand, too, being such a small community, that there is overlap for a lot of the Opioid Abatement Council’s work with or for organizations that may be applying, through this conflict disclosure they would not review any of the proposals or applications that they have any conflict with.

Question 4:
I’m considering a prevention-focused proposal. Since some OAC members are also involved with related organizations, would it be appropriate to reach out to see whether they are planning to apply and whether a collaborative application might make more sense than submitting separate proposals?
Answer:
Yeah, I do think that that would be appropriate to do so and coordinate that, as opposed to maybe working against each other, and maybe that’s something that you can all work on together.
I would say that it is an option for you all. Then if they were to apply, or again, if it was part of ESD 112, then they wouldn’t be reviewing those applications.
Question 5:
What if we were nested into another collaborative application outside of those organizations, those two prevention coalitions? Do you think that that’s more well-rounded, or would it be? I guess if we were a smaller piece within a larger application.
Answer:
I think maybe to answer that question, we’re definitely looking to ensure that there’s not duplication of any services.
If you are thinking about partnerships, I think that would be key to note, maybe how it would be separate from another service or proposal that another organization has. Just checking in to make sure that it wouldn’t be duplicative of other services that are already being provided.
Within the application itself, that’ll probably go under experience and partnerships, where you’re describing your experience serving the population in Klickitat County that you aim to serve through this proposal or are currently serving. If you’re working with other organizations, maybe how you partner with those organizations.
