SWACH Invests in The Foundation WA’s Reentry Housing and Support
Every person deserves a second chance—but for many individuals returning home after incarceration, that chance is a difficult task without support. In Clark County, where housing costs are high and reentry services are limited, justice-involved individuals often face houselessness, unemployment, and systemic barriers that can lead them right back into the criminal legal system.
That’s where The Foundation WA steps in—and why SWACH is proud to invest in the expansion of their Restored Transitional Complex, a two-year pilot program designed to provide safe housing, wraparound reentry services, and pathways to long-term success.
Building Stability Through Housing and Support
At the heart of The Foundation WA’s mission is The Restored Transitional Complex—a supportive housing program tailored to people reentering society after incarceration. Participants receive a temporary home paired with critical services like case management, job readiness coaching, mentorship, and mental health support.
With SWACH’s support, the program will:
Hire a full-time Reentry Navigator to provide one-on-one support for 14 clients annually, guiding them through housing applications, employment searches, and goal setting;
Bring on a part-time Office Manager to manage day-to-day operations and client resources, including a food and hygiene pantry;
Add overnight on-site staffing to provide after-hours support and crisis intervention, ensuring residents are safe and supported 24/7.
The program’s outcomes will focus on housing stability, job placement, reduced recidivism, and successful community reintegration—backed by measurable progress and client-centered care.
Addressing a Broken System with Compassion and Strategy
Clark County has become ground zero for Washington’s “prison-to-homelessness pipeline,” as highlighted in a recent Columbian article. Rising housing costs and systemic inequities leave many justice-involved individuals with nowhere to turn after release.
The Foundation WA works to break that cycle, especially for Black, Hispanic, and Chuukese individuals, who are disproportionately affected by incarceration and face additional barriers to reentry. The organization offers culturally responsive, traumainformed care, rooted in dignity and empowerment.
Laying the Groundwork for Long-Term Change
As a growing nonprofit, The Foundation WA is also focused on organizational sustainability. This funding will help build the infrastructure needed for the long haul— supporting board development, grant writing, strategic planning, and participation in the RACE Initiative Supportive Housing Lab to refine and scale their housing model.
By investing in their staff, systems, and partnerships, The Foundation WA is creating a replicable, high-impact model for reentry support that addresses the root causes of incarceration and offers a real path forward.
